Please find the suggested implementation in the linked WIP branch. An example how a unit test
using those classes looks like can be found [here|https://github.com/spodkowinski/cassandra/blob/3cd4ef203cd147713a6f8c4b1466703436124e0b/test/unit/org/apache/cassandra/hints/HintsServiceTest.java].
I'm looking forward for any feedback.
