In a similar spirit to the tombstone fail threshold, Cassandra could protect itself against
rogue clients issuing too many requests to the same partition by rate limiting. Nodes could
keep a sliding window of requests per partition and immediately reject requests if the threshold
has been reached. This could stop hotspots from taking down a replica set.
