[~snazy] would {{CREATE OR REPLACE}} then have same meaning as {{DROP IF EXISTS}} and {{CREATE}}?

If the main goal is to have schema that one can "replay", adding {{WITH TIMESTAMP}} would
solve the problem with drops. 
The only problem I currently see is Materialized Views. Since their snapshots are made just
as well, although they might get restored without restoring the source table, should we treat
them as if it was a simple table?
