I'd like us to tackle this and CASSANDRA-11520 as independently as possible, since as much
as they both are meant to help the same scenario, they are independent optimisations. For
this, it's not immediately clear to me that it'd help in any way to limit to CL.ONE and so
I wouldn't do it unless there is good reason to. But that could boil down to us not having
the same idea of how this should work in the end, or me missing some of the challenges, so
we can discuss more precisely once you've provided more details on how you plan on tackling
this. But please, do provide some reasonably precise design we can discuss upfront.
