Is there any reason to have this limitation for that specific ticket? I mean, if restricting
to CL.ONE makes this initially simpler then I'd be fine with that, but this specific issue
seems completely orthogonal to the CL to me at face value so I'm curious where you think CL.ONE
will make this easier.
