I'll mention that this problem _might_ be better handled by CASSANDRA-8303.

Anyway, if we do expose counters for that (on which I'm neutral: I agree we can't expose everything
but I understand that it could be convenient in some environment), we should also expose how
often queries failed to achieve said consistency as suggested in CASSANDRA-9191 (I guess both
might not be useful in the exact scenario but it feels silly not to just deal with them in
the same patch).
