Carl Yeksigian resolved CASSANDRA-10960.

    Resolution: Not A Problem

s4 would not be in the backups directory, only SSTables which have been flushed end up there.
That is the point of incremental backups: you start from a snapshot and add any newly flushed
sstables which have been flushed since the snapshot to recover a certain point in time.

If you have more questions, please ask them on the mailing list; Jira is only used for bug
reports, and this is operating the way it should be.
