I'll re-open this then, to let someone else examine the behavior you're describing, to confirm
if your inconsistency is a bug with hints.

EDIT: I've looked into this, and I was wrong. Hints are written on timeouts as well as down
nodes. Though I've been told this issue may still not be the fault of hints.
