In my case I want to trigger a garbage collection to free up disk space (sstables).  When
adding a new node to the ring GC doesn't happen often enough and the system runs out of disk
space.  Each system runs with around 1.2TB of disk usage and each has 2TB of space.  Adding
a new node is a gamble if GC will take care of unused sstables before it runs out of space.
