Aleksey Yeschenko resolved CASSANDRA-8916.

       Resolution: Duplicate
    Reproduced In: 2.0.12, 2.0.8  (was: 2.0.8, 2.0.12)

The changes to truly fix all schema propagation issues are too invasive for 2.x (which is
EOL) or for 2.1 and 2.2. CASSANDRA-9424 however will deal with those later in 3.x.
