    Resolution: Not A Problem

Localhost functioning (or not functioning) on Windows 10 in conjunction with Virtualbox isn't
a Cassandra issue.

Along with that, the latest update on the linked virtualbox ticket (now closed) implies it
was a configuration issue on your end:
bq. You have 192.168.10.200 configured as an address for both host and guest.

Closing as Not a Problem.
