I'm afraid this wouldn't work. We would still require you to have the {{MODIFY}} permission
to run those queries (if anything, for compatibility reasons), and if you have {{MODIFY}},
then you'll be able to omit {{IF NOT EXIST}} and do anything anyway.

Perhaps CASSANDRA-8303 is what you really need. Give a role {{MODIFY}} permission, but take
away the right to perform non-LWT updates.
