Agreed, and will do so. 

bq. Why not just switch it back to GOSSIP + INTERNAL if we're going to consider that?

I wonder if [~benedict]'s earlier statement backs up what you are saying:

bq. TCP connections are generally designed to share bandwidth fairly, so having an extra connection
means a low traffic high priority connection will be more likely to see its messages arrive
promptly.

Thus, "cutting to the head of the line" is quite possibly achieved, albeit in a slightly different
manner.
