Patch for trunk https://github.com/jeffjirsa/cassandra/tree/cassandra-8460-trunk

Cassci: http://cassci.datastax.com/job/jeffjirsa-cassandra-8460-trunk-testall/1/ - CommitLogFailurePolicyTest
fails on trunk, too. SystemKeyspaceTest passes locally but fails on cassci, will check into
that over the weekend.

Edit: Cassci doesn't seem happy with this. Failures I'm not seeing on laptop. Will track down
and re-push over the weekend.

> It would be nice if we could configure DTCS to have a set of extra data directories where
we move the sstables once they are older than max_sstable_age_days.
> This would enable users to have a quick, small SSD for hot, new data, and big spinning
disks for data that is rarely read and never compacted.
