I think those two statements add up to the same thing :)

I'll add a comment explaining the full thought process, as it's actually a little more subtle
to that. The encoding is designed to tend towards a single byte in the most common cases,
and most importantly that it was consistent with a guaranteed single byte in the most common
case (equality).
