We should probably discuss this on the dev ML, but here are my thoughts.  It's way more convenient
to comment on Github, _but_, it's also nice to keep the discussion in Jira so that it's easier
to understand past design decisions when you look at tickets.  Maybe there's a nice middle-ground?
