9592-2.1 branch and dtest on cassci look good to me.
So, we can delete the scheduling I mentioned before (https://github.com/belliottsmith/cassandra/blob/d1ddae1b61a9ca037b5edc137b5c9915e86dece6/src/java/org/apache/cassandra/service/CassandraDaemon.java#L371-L386)
can be removed right?
