I was thinking that we'd just implement what UTF8 does, except without self-synchronization
semantics, which we don't really care about (so using the full range of the subsequent bytes,
instead of using up their first 2 bits  with the '10' marker).

They way you tell the difference between length bits and value bits in the first byte is by
separating the length bits and value bits by a mandatory 0 bit.
