This dtest is subbing for the lack of a way to implement a unit test for this set of behavior.
Something we can run on every commit that demonstrates that as much of the plumbing for consistency
levels as possible is working.

It's also worth looking at counters, LWT etc, and whether that is going to hit different paths
depending on the consistency level. Also, I don't recall but maybe test read and write separately?
Are those going to use different paths internally to satisfy consistency requirements?
