Follow-up to CASSANDRA-9124 to log the time when the Cassandra daemon was stopped.

There are some approaches to satisfy this.
# "hiccup measurement" as outlined in CASSANDRA-9124 and basically what jHiccup does. Although
it's not completely exact, it gives a nice estimate of stopped-times.
# There are also some local JMX beans that do similar things.

Unfortunately there's no way to get informed about the STW-time of a GC run.

This ticket's about to figure out which approach would work best for our needs.
