I think there are use cases for rate limited logging that are wider. It's usually canary log
statements where something undesirable is happening hundreds to thousands of times a second
and you generally expect that not be the happening. You  may only want to log once an hour
or day to remind the operator this is happening.

I don't mind if it doesn't go in now. Better to make the case when there is a concrete problem
to solve.
