I see this in the 2.1 stress source, tools/stress/src/org/apache/cassandra/stress/util/JavaDriverClient.java

It looks like if using a whitelist, then DCAwareRoundRobinPolicy is used. (This was just a
quick look around - not sure what stress options might get us there, yet :) )
