It's supposed to cover the previous values with a range tombstone, so you wouldn't append.
However, if you execute them truly concurrently, there isn't much we can do, since for the
two concurrent inserts they'll write the same range tombstone with the same timestamp, that
won't overwrite each other.

How concurrent are we talking here?
