Usually people do this to themselves by not understanding how the row cache works and caching
rows that are too large, but either way it is working the way it was configured to work. 
Alas, there is no magic "guess what I meant it to do" option.

But for the record, one of the changes in 2.1 is intended to make foot-shooting with the row
