I think it would be better if this option was stored in the schema_keyspaces table so that
the setting doesn't have to be replicated across the entire cluster's yamls. 

In that case i would think you would add an option to the create keyspace command such as

create keyspace foo with replication = {'class' : 'SimpleStrategy', 'replication_factor':
1} and incremental_backup=true;

if the keyspace didn't have a value set, the system wide setting would be used, or perhaps
if not specified the default would be written into the schema_keyspaces table.
