Requirement this patch address.
  One can create keyspace with optional option incremental_back = true | false or can alter
existing keyspace.
By default (if not specified ) then incremental_backup value will be false when creating a

If incremetal_backup is enabled globally (by cassandra.yaml) and not there in keyspace definition
then value from cassandra.yaml will be applicable.
