Well, this was kind of my point. If we decide to make steps that are properly defined and
self contained (which is my understanding of what people are asking here, and what I though
was agreed on truly), then we do not have to decide right away if we sign for step 2 by taking
step 1. Otherwise, what's the point of separating it in steps?
