Sometimes there is a need to bootstrap a node from a set of endpoints which you want to specify.
We should allow specifying set of endpoints while starting to be used and override the endpoints
which get picked up due to snitch. 

Here is a example in which it will be useful. 
A cluster is being upgraded and before upgradestable could be run on all replicas, we want
to replace a node. 
With this feature, we can specify a node on which we have already run upgradestable and bootstrap
a node. 

This feature is less useful with v-nodes.
