So, trying to distill what we actually want here;

* Make it possible to cache parts of the partitions (CASSANDRA-1956) ("head", "tail" and "all"
perhaps, for users who use it today)
* Don't evict entire partitions on writes (CASSANDRA-2864)
* Add heuristics to guess the number of columns to be cached (maybe push to later versions,
configurable sizes could be fine for now)
