So, trying to distill what we actually want here;

* Make it possible to cache parts of the partitions (CASSANDRA-1956) ("head", "tail" and "all"
perhaps, for users who use it today)
* Don't evict entire partitions on writes (CASSANDRA-2864)
* Add heuristics to guess the number of columns to be cached (maybe push to later versions,
configurable sizes could be fine for now)

> I think that most people expect the row cache to act like a query cache, because that's
a reasonable model.  Caching the entire partition is, in retrospect, not really reasonable,
so it's not surprising that it catches people off guard, especially given the confusion we've
inflicted on ourselves as to what a "row" constitutes.
