A very rare and tight race of some sort can cause:

ERROR [GossipStage:1] 2013-10-26 00:48:32,071 (line 191) Exception in

        at org.apache.cassandra.gms.Gossiper.getHostId(
        at org.apache.cassandra.service.StorageService.handleStateNormal(

        at org.apache.cassandra.gms.Gossiper.handleMajorStateChange(
        at org.apache.cassandra.gms.Gossiper.applyStateLocally(
        at org.apache.cassandra.gms.GossipDigestAckVerbHandler.doVerb(
        at java.util.concurrent.ThreadPoolExecutor.runWorker(
        at java.util.concurrent.ThreadPoolExecutor$

It isn't immediately clear how this happens since we set HOST_ID before the gossiper even
