cassandra-stress claims it has an option called --skip-keys:

{code}
-N SKIP-KEYS, --skip-keys=SKIP-KEYS
		Fraction of keys to skip initially, default:0
{code}

But it's a no op. There is no reference to getSkipKeys in StressAction.java.

We should either remove the option or implement it. If we do implement it, I think it would
make more sense that it be an exact number of keys to skip rather than a fraction (which probably
makes it incompatible with --random)
