Added the command to nodetool as cqlsh already has a describe_cluster command. Mainly unhappy
with how this works because if users aren't on the default thrift port (9160) then they will
have to supply the port they are using. Alternative could be adding a flag to cqlsh's 'describe
cluster' command and then execute a java call to a function that works the same way this patch
does. The function of the flag would be to state that we want to get this info from all the
nodes rather than retrieving it from the local node's system tables.
