Priam opens port for other DC's to talk to each other but nothing to do within, i still doubt
the SG setup coz all IP's within a security group should be opened for both ports. 
May be CASSANDRA-5171 created a side effect, which i am not sure.

[~jbrown] do you mind verifying it with 1.2.4? Verifying it with Priam is a bigger undertaking
for me now :)
