This is a bug in Ubuntu, not Cassandra.  Cassandra's package declares a dependency on the
packages it requires (as it should), and one of those (hint: {{jsvc}}) fails to declare a
dependency _it_ needs.  Adding a dependency to Cassandra to paper over a buggy distro is not
the answer, (as annoying as this may be for the users affected).

I recommend you either a) file a bug with Ubuntu, and/or b) use Debian instead.
