That's true, but we don't store counters in the system tables (and I take on myself to veto
whomever suggests to change that fact), so it's safe to always pick all sstables without consulting
the compaction log. In other words I suggest special casing the system keyspace on startup
so it don't bother with the compaction log. As far as I'm prefer, I prefer that many times
to relying on an external file.
