I thought #2 (validate on insert) was the plan for CASSANDRA-4377.

Unless it's really hairy I do think we should deliver on that.  Essentially nobody is going
to be able to compose cql-inserts-from-thrift safely otherwise, and as crazy as it is people
seem to want to do it.  If it makes people feel better about upgrading then I'm in favor.
