In other words, for existing release, we should probably just do what the title here suggest.
But in the long run (because that require adding a new parameter to the network protocol,
so at best it can be done for 1.2), we should probably consider having repair agree on a starting
timestamp and use that as reference to expire columns and decide if a tombstone is gcable
or not.
