I don't see a solution I'm thrilled with:

- Start ITC listeners sooner (then we need to worry about other nodes reconnecting to us post-restart
before we're ready)
- Add some kind of special case for checkHealth to always enable OPTIMIZE_LOCAL_REQUESTS
- Don't use QueryProcessor in checkHealth, use low-level getColumnFamily
