I've reverted this because I personally don't feel we've fully settled on CASSANDRA-3507 and
in the meantime this block a potential release of 1.0.7.

As a side note, I don't see the rush of committing this in minor release. 1.1 is not that
far away now and if we're going to include cqlsh in-tree it'll have more publicity if it's
added as a new feature of 1.1 than if it's shoved in some obscure version number.
