Jonathan Ellis commented on CASSANDRA-3568:
-------------------------------------------

I don't know that I'm a big fan of adding special case behavior based on whether we're using
the default host. What badness would be caused by falling back to repl on connection failure
to non-default host?

> The command line tools (cassandra-cli and noetool) should connect by default to localhost.
This behavior is a bit more user-friendly and reflects somewhat of a convention among command-line
database tools for popular open source databases such as MySQL and PostgreSQL.
