Another consideration: If we're moving away from the old hint storage layout, we can optimize
for cases where the same RowMutation needs to be delivered to multiple endpoints (i.e. multiple
replicas are down). This can be done by moving the "destination IP" down to the bottom level
of the map so each RowMutation maps to multiple destinations.

Thoughts?
