All of the examples here are QUORUM, but I think ONE should have the most dramatic latency
benefit from this.  Option (1) sounds like the best choice now, with something clever added
later if the benefits are demonstrated.

problem means failing QUORUM reads because a single node is unavailable, and would require
eagerly re-requesting at some fraction of your timeout
