Add invalidateKeyCache, add both to NodeCmd (with all the spiffy optional KS and CFs ala repair/compact/cleanup/flush).

It seems that users should, generally, be able to do both or neither, but not one or the other.
A brief look at the NodeCmd/ColumnFamilyStore code suggests that the stubs/hooks for this
feature do not currently exist.
