To load the config file, first will try the rack-config system property, then storage-config
system property and finally inspect the classpath.
I didn't change the name of the file DC-Config.xml, given that the other file is storage-config.xml
shouldn't it be renamed to rack-config.xml or datacenter-config.xml?
