I think the right way to do this is to add IEndpointSnitch.sortByProximity(InetAddress target,
List<InetAddress> endpoints)

and let the snitch sort the list by proximity.  then the caller just has to walk the list
and pick the first node that's actually alive.  this will work for both the "classic" EPS
and the DCEPS.  if possible we want to keep things on the same rack, not just the same DC.
