I have tried "queue:myqueue" and the result is the same.  I tried both:

               //exchange.getIn().setHeader("JMSReplyTo", 
ActiveMQConverter.toDestination("queue:myqueue"));
               exchange.getIn().setHeader("JMSReplyTo", "queue:myqueue");
