Ah yeah its a flaw in the documentation. It should be 1 based as its
activated for the 1st redelivery attempt.
(eg at index 1 for processing, index 0 is the first process which is
not a redelivery).

So you should use:
delayPattern="1:1000;2:10000;3:30000"/>
