Usually a topic can be set to either deliver only new messages which
arrives after the consumer connected.
Or also old messages. You most likely need to define the consumers as
persistent, which then allows the AQ to store
the messages to the consumer, so they can be delivered when the
consumer comes online.

I think you need to ask on the OracleAQ support about this.
