Oh, the OrderXml template should be
  ${Body}
  <Order>
    <order xml snipped...>
    </Order> ...

BTW, I just wrote a simple test against the latest camel-velocity 
component. There is a bug[1] of camel-velocity and a quick fix is coming up.
