That is actually an oversight. It's not exposed in the XSD
Do you mind creating a ticket in JIRA about this?
I am about to leave the office.

    @XmlTransient
    private Predicate handledPolicy;

It should be a
    @XmlElementRef

And probably a ExpressionType instead of Predicate (see how Aggregator does it with its completed
predicate)
